Elon Musk has become Twitter's largest shareholder after acquiring 9.2% of its shares. This means he has a say on what changes can be made but he cannot decide on his own what changes will be made.
Elon put out multiple polls to his many millions of followers. The first of which was this tweet on March 25th, 2022 asking if people believed Twitter follows the principle of free speech.
